This is a new position with room to shape how existing HR structures and practices are consolidated into a cohesive department.
Diversifying the government workforce has been identified as a top goal by Town leaders and community members. We are looking for a Human Resources professional who has the drive and wherewithal to guide this effort internally and to engage with those outside of Town government who are collaborating on community-wide efforts to promote inclusion and equity.
What You Will Do
The two goals for this position, both requiring strong leadership, are 1) meeting the “people needs” of our municipal departments, and 2) developing policies and practices to create a welcoming workplace and a diverse team.
Drawing on a range of operational and strategic Human Resources knowledge and skills you will develop modern, holistic HR structures and systems. Additionally, you will guide department leaders, and employees, as current structures and systems are revised and new initiatives are implemented.
You will also assist department heads in a continued effort to create work environments that are welcoming and inclusive, and lead targeted recruiting efforts to diversify the workforce so it reflects the demographics of our community. Brattleboro has also recently adopted the Charter for Compassion, committing the Town government to act in accordance with those principles.
Experience and Knowledge Needed
This position requires a dynamic individual…one who can attend to small details and also sees how systems interconnect. You must be able to guide others through change, on both an individual and organization-wide scale. A broad range of Human Resources knowledge and skills are needed. Past HR leadership is desired but not required. However, leadership experience in other capacities (with examples of informal or peer-to-peer leadership) is a must. We can support an individual to grow their leadership skills, but there must be demonstrated potential for this. We are looking for a Human Resources professional who has experience in:
- Employee and labor relations
- Recruiting and on-boarding
- Employee engagement and retention
- Learning and development
- Organizational effectiveness
You also must have a working understanding of what it means to create a diverse team in an inclusive and equitable work environment. Experience with this may be professional or personal but must include initiatives or actions that you led, or were at least directly involved in. We are looking for an individual who is able to:
- Gather data (quantitative and qualitative)
- Identify areas of need or concern
- Create policies and practices that promote diversity and equity
- Align HR goals with broader organizational goals
- Implement initiatives
- Evaluate effectiveness of programs and policies
- Interact with community groups and members invested in this initiative
